U.S. Secretary of Transportation joins IBR and partners for roundtable discussion on equity
U.S. Secretary of Transportation Pete Buttigieg honored the IBR program by participating in two events during his visit in February. Sec. Buttigieg toured the bridge with dignitaries including Oregon Gov. Tina Kotek and Washington Gov. Jay Inslee. The tour also included a visit with program partners.
Sec. Buttigieg graciously made time to sit down for a discussion with IBR and state transportation leadership, Tribal leaders, representatives of partner agencies and advisory group members to hear about the program’s commitment to centering equity. Buttigieg was joined by Irene Marion, U.S. DOT Director of the Departmental Office of Civil Rights.
Program Highlights
- One public briefing, seven listening sessions, and two community forums with community-based organization mini grant participants.
- Two program area tours and two press conferences, one each for local student journalists and another for multilingual media outlets and Community Based Organizations.
- Completion of drilling work in the Columbia River to collect samples to assess soil composition and geologic conditions.
- Launch of three new webpages: Supplemental Environmental Impact Statement, Disadvantaged and Small Business, and Climate Considerations.
- Engagement with Disadvantaged Business Enterprises and business groups.
Community Advisory Group Highlights
In the first quarter of 2024, the Community Advisory Group met three times. They received presentations regarding conceptual transit designs and updates on river navigation considerations and permitting processes. They also reviewed new visualizations that showed examples of potential river crossing design variations from the perspectives of the shared use paths and locations close to the bridge landings. The CAG provided valuable perspectives around how the proposed IBR investments will impact their communities and how best the program can provide increased accessibility, usability and improved livability. The CAG also discussed the findings and recommendations of a recent workforce study commissioned by the program to better understand regional workforce needs.
Equity Advisory Group Highlights
The Equity Advisory Group met twice in the first quarter of 2024, with its first meeting occurring in February. The EAG received program updates about recent activities including visits from federal officials, community engagement activities and industry outreach. They received presentations regarding conceptual transit designs and provided feedback on which challenges and community concerns should be accounted for as design elements progress. They also reviewed new visualizations and discussed a recent workforce study and what challenges could lie ahead in identifying and building capacity within the region’s workforce.
Community Benefits Advisory Group Highlights
The Community Benefits Advisory Group met three times during the first quarter of 2024. The focus for the CBAG during this time was to discuss how various program elements and updates could provide program benefits in areas such as mobility, accessibility, design and potential reductions to construction impacts to adjacent neighborhoods and properties. They received program updates about the recent workforce study, engagement activities and weighed in on which audiences and communities should be engaged as discussions continue around how to avoid further harm during construction.

Small and Disadvantaged Business Enterprises asked how to get involved in contracting opportunities with the IBR program.
The public is curious about the design elements of the proposed IBR investments and when they can provide feedback.
Common inquiries include questions around the program’s right of way process and potential property acquisitions.
Reporting
In December, it was announced that the IBR program will receive $600 million in U.S. Department of Transportation Mega Program funding. Funds from this federal grant will help construct the multimodal program to replace the Interstate Bridge and associated corridor improvements.
“This grant award marks an important milestone that shows replacing this bridge is a high priority at the regional, state and national levels. This significant federal investment is critical to provide flexible multimodal funding and continues the strong momentum to get this work done. This infusion of federal dollars into the regional economy will help support tens of thousands of jobs through construction and provides a key piece of funding to successfully deliver a safe and modern multimodal corridor.”

Contracting and expenditure data is updated two times a year. The data takes longer to receive and compile and may not be available until after the reported timeframe. The program will continue to share accountability reports and develop additional reporting metrics.
The most recent updated finance reports provide information about the economic impact analysis, finance planning and risk assessment efforts completed for components included in the Modified Locally Preferred Alternative which were approved for further analysis in July 2022. Cost estimates and financial plans will continue to be updated as the program is refined.

Program Timeline
The program is utilizing past work as appropriate to maximize past investment and support efficient decision-making, while also taking into account changes that have occurred since the previous planning process to identify a solution that meets current and future community needs and priorities. The IBR program will work with the community, as well as local, state, federal and tribal partners to complete the following work in the coming years:
- Complete the environmental review process
- Obtain state and federal permits
- Finalize program design
- Develop a finance plan
- Secure adequate funding
- Complete right-of-way acquisition
- Advertise for construction
